The Electricity Sector Council (ESC) is the hub for research into human resources trends and sector-specific solutions to Canada's skilled-labour shortage. ESC was founded in 2005 as a not-for-profit partnership between business, labour, education and government. Its mandate is to address the need—demonstrated in an exhaustive report commissioned in 2004 by the Canadian Electricity Association and Human Resources and Skills Development Canada (HRSDC)—for sector-wide recruitment and retention strategies.

ESC is funded by the Government of Canada's Sector Council Program and distinguished industry stakeholders. It carries out its mandate under the guidance of a Board of Directors, ESC's Executive Director Michelle Branigan, and a dedicated staff team in Ottawa.

Mission

The Electricity Sector Council develops sector based initiatives which strengthen the ability of stakeholders in the Canadian electricity industry to meet current and future needs for a skilled, safety focused, and internationally competitive workforce.

Mandate

  1. To conduct and disseminate research on the human resources of the electricity industry in Canada, including the need for a skilled, safety-focused, and internationally competitive workforce
  2. To develop and implement strategies, programs, educational initiatives and projects in Canada and elsewhere that will assist stakeholders in the Canadian electricity industry to achieve and sustain the skilled and diverse labour force that will meet the industry's current and future human resource needs
  3. To promote awareness of current and future career and employment opportunities in the electricity industry
  4. To form partnerships that will better enable the sector to meet its human resources needs

Nearly one third of electricity-producing firms do not have a plan to manage the loss of the significant percentage of skilled workers eligible to retire within the next 7 years.
