Building the Workforce of Tomorrow
In 2008, the Electricity Sector Council (ESC) did a study on succession planning in the electricity and renewable energy sector. The purpose of the study was to identify best practices being used in Canada and around the world.
The study resulted in the final report Succession Planning Best Practices and Tools for the Canadian Electricity and Renewable Energy Sector that not only detailed the best practices for succession planning but also identified the difficulties that are often faced when putting these best practices into action.
Highlights of the report include:
- findings from interviews of key industry personnel;
- results of surveys and focus groups; and
- reviews of literature and Internet data developed by the industry and related sectors-both domestic and international.
The report also lists some of the useful tools that are designed to help succession planners overcome the challenges that are outlined in the research findings.

Workforce planning helps people in non-leadership occupations to develop the skills, knowledge and behaviours that are needed to deliver services both today and in the future.

Succession planning is part of a larger management practice called workforce planning. It helps to ensure that there will always be enough highly-qualified successors to fill critical positions and become future leaders.
Two Types of Planning — Two Types of Tools
With these separate but similar planning requirements, the ESC has developed two sets of tools that allow organizations to conduct both succession and workforce planning depending on their particular needs.
